The legislation that quietly changed what BC homeowners can build.
SSMUH stands for Small-Scale Multi-Unit Housing. It's BC legislation from late 2023 (Bill 44) that requires most municipalities to allow more units on lots previously zoned for a single home. Most rollout happened through 2024.
The basic shape: in eligible BC municipalities (5,000+ population), lots that used to allow one home now allow three to four. Near frequent transit, up to six. Exact rules vary by city.
If you own a residential lot in Metro Vancouver, SSMUH almost certainly applies. Your four practical options:
Whether building makes sense depends on your lot size, your municipality's bylaw, your mortgage, your tax situation, construction costs, and the market. It's a property-specific question. We model it lot by lot.
Zada Group runs the practice through ssmuh.ca and portmoodymultiplex.ca. We host community education seminars, work with builders and lenders we trust, and walk Port Moody and Tri-Cities homeowners through what's possible on their specific property. Dawar was the first homeowner in Port Moody to move a multiplex application forward under the new framework.
